I never understood this crap. Was it just because one layer was the BG and the other was an animation? Why not just take the time to color the shit right or is it something else? EXPLAIN ANIMATORS PLEASE

The people who animate characters for a show are not always the people who draw the backgrounds. Background painting is usually a job entirely separate from animation and most times background painters have never even animated anything in their lives, especially in the case of anime, the animation of which is highly segregated into tasks specific to certain people.
The people who animated the stuff need a simpler form to animate, so they draw it themselves overtop of the backgrounds. Before computers were used highly in animating, you have 2 layers - a background and a cel overlay. Since the background is never really animated, they can afford attention to detail, but since the cels are made in the thousands, they cannot afford to draw that much shit over and over. Thus, the more simplified and often out-of-place look of animated things.
The process of cel animation is time-consuming and expensive, so a lot of shows use Flash and other softwares to animate to cut costs nowadays, which is why you might not see this effect happening in newer shows. Single acetate cels from older shows are considered collector’s items and sold at exorbitant prices.
